The three-minute boil is the critical step. In a saucepan combine sugar, butter, flour and milk.
Bring to a full boil; boil for 3 minutes, stirring constantly.
Remove from heat.
Add remaining ingredients.
Drop the teaspoonfuls onto waxed paper.
